Job Description
Tullow Oil is a well-established, recognised independent oil and gas company focussed on Africa and South America. The Group has interests in over 70 exploration and production licences across 15 countries.
Tullow Oil is looking to appoint a Technical Safety Engineer on a permanent basis. The role will be based in Accra, Ghana. We are looking for an individual who will provide Technical Safety support on all Jubilee brownfield modifications. You will also promote and educate on technical safety practices across the Tullow Jubilee assets. You will have experience of working and communicating with corporate departments, vendors and third-party bodies on safety integrity issues.
The Successful Candidate Responsibilities Include
- Manage the facility safety case and ensure all remedial actions are closed out in a timely manner.
- Recommend the use of external consultants to meet specific operational requirements.
- Ensure compliance and report any shortfalls in the Corporate EHS documentation suite.
- Manage and review safety work scopes carried out by consultants.
- Define, plan and coordinate of risk & safety activities.
- Conduct safety assessment studies and risk assessments where required.
- Ensure compliance with Tullow process safety policies and standards.
- Liaise with Corporate EHS stakeholders to obtain concurrence on key Technical Risk and Safety issues.
- Lead audits and incident investigations as required.
- Provide Process Safety advice on Brownfield projects.
- Chair and record HAZID/HAZOP sessions, process safety reviews and audit activities.
- Provide Process Safety input to key decisions in area of influence.
- Ensure suite of Process Safety performance Indicators are in place.
- Conduct Process Safety reviews and technical integrity audits/reviews.
- Identify and review new Process Safety initiatives and opportunities for modifications as a result of personal initiatives, internal and external studies.
Education
- A bachelor’s degree or equivalent tertiary qualification in Engineering or Science
Skills
- Previous experience in the oil and gas industry with experience in the practice of Technical Risk and Safety Management.
- Process Safety Management.
- Risk assessment and Cost Benefit Analysis.
- Consequence modelling using software such as Aloha, Cirus, & Phast.
- Bowtie model development.
- Hazards and Effects management leading to the demonstration of ALARP.
- Manage vendors/ consultant specializing in risk management activities and process safety management.
- Review of vendor’s documents, drawings, datasheets, specifications, and calculations.
- Hazards and Effects management leading to the demonstration of ALARP.
- Knowledge of EHS management systems and application of EHS working practices to a high standard.
- Experience of working in compliance with Offshore Safety Case regime, including detailed knowledge of safety cases development/management, SECEs and performance standards.
- Knowledge of cumulative risk models as applied to offshore facilities.
- Detailed knowledge of Energy Institute PSM Framework (or similar) and associated IOGP/API Asset Integrity/Process Safety guidance.
