USAID – FASA Project

Technical Experts – Public Financial Management (PFM) | Ghana

Chemonics seeks technical experts for the anticipated USAID funded Ghana Fiscal Accountability Strengthening Activity (FASA). This five-year project aims to improve accountability of Public Financial Management (PFM) systems in Ghana. In doing so, it is expected that the collection and management of public funds becomes more transparent and responsive, that selected deficiencies in the system are addressed, and corresponding leakages are remedied. Technical experts will be based in Ghana.

We are looking for mid- and senior-level experts with expertise in the following areas:

  • Public financial management (PFM)
  • Domestic revenue mobilization (DRM)
  • Financial services (formal and informal)
  • Auditing
  • Budget Planning
  • Financial sector policy reform
  • PFM tools including GIFMIS and Hyperion
  • Experience in district-level public sector engagement and investment

We are also seeking technical experts with backgrounds in:

  • Gender equity, youth engagement, and social inclusion
  • Citizen and civil society advocacy and capacity strengthening
  • Collaborating, learning, and adaptation
  • Monitoring, evaluation, and learning
  • Strategic communications and outreach

Qualifications:

  • Advanced degree in economics, finance, or a closely related field.
  • Minimum of five (5) years of relevant technical experience in Ghana.
  • Experience working with a broad range of PFM institutions in Ghana, including the Ministry of Finance, Ghana Audit Service (GAS), Internal Audit Agency, and/or the Parliament’s Public Accounts Committee (PAC).
  • Familiarity with civil society organizations and NGOs working in PFM space in Ghana.
  • Experience working with donor-funded activities (preferably USAID).
  • Strong interpersonal, analytical, and problem-solving skills, and exceptional oral and written communication skills.
  • Fluency in English is required.
