SOCIAL SAFEGUARD SPECIALIST RESPONSIBILITIES & REQUIREMENTS

OVERVIEW

DML is a market leader in dredging and has a sizable presence in Marine and Civil Construction. Dredging services cover urban dredging and environmental dredging, dredging of dams, rivers and lagoons, maintenance dredging of ports and harbors. Marine construction activities involve beach nourishments, coastal defense and coastal protection measures. Company is also active in urban drainage and drain construction. JOB PURPOSE

Under the supervision of the Project Manager Social Safeguards Specialist will ensure the safeguarding of social policies, governance and human rights-based approaches in conservation. S/he will be responsible for coordination and implementation of environment/social safeguard related aspects under WWF Nepal’s varied programs. S/he will also take on an independent role in dealing with complaints from external parties affected by WWF projects in relation to the application of safeguards.

REPORT TO : Managing Director

KEY RESPONSIBILITIES

  1. Providing conceptual and operational leadership on the core social development themes under the project
  2. Serving as a lead person on social issues including, stakeholder engagement, grievance management, vulnerable and marginalized groups who may be affected by the project, and work closely with other members to address any challenges by Advising and/or providing quality operational leadership on major or sensitive matters relating to social impacts and risks associated with project activities
  3. Supporting/facilitating stakeholders to incorporate in the processes of equity and gender matters.
  4. Supporting the set up and operationalization of projects Grievances Redress Mechanisms (GRMs)
  5. Integrating social inclusion (with respect to gender, age, marginalized groups or any other relevant factors) into project activities
  6. Ensuring that relevant stakeholders are informed about issues relating to implementation of project social safeguards and providing the required support for timely implementation.
  7. Developing and implementing capacity building and training plans on social safeguards for staff.
  8. Maintaining records on the social safeguards performance in accordance with the Environmental and Social Management System (ESMS) policy objectives and targets
  9. Acting as a link between the company and other stakeholders such as Ministry of Gender, Labour and Social Protection, consultants, communities and local governments on social matters.
  10. Receiving social complaints relating to project activities and ensuring that they are addressed in accordance with the World bank policy.

B) Monitoring and evaluation of project activities by

Continuous monitoring of social, equity and gender issues concerning the project with a view to assess and evaluate the social impacts of the Project.

Requirements

Bsc/B.A degree in social work and social administration, sociology, Geography, anthropology, applied social sciences or any other related fields from a recognized university

Demonstrable knowledge of the World Bank best practices and/or guidelines and procedures on social safeguards, social assessment, social analysis, effective stakeholder participation and complaint resolution systems, and the regulations and legal framework governing environmental and social management

At least Seven (7) years of relevant professional experience in social safeguards management in Infrastructure/dredging works.

Demonstrable experience in conflict resolution in the context of development projects as well as the experience with at least three similar infrastructure projects financed by the World Bank and/or the African Development Bank or, any partner having the same standards in terms of safeguards will be an added advantage

Highly motivated, innovative, pro-active and committed team player

Excellent reporting and communication skills

Knowledge of several local languages will be an added advantage
