Job Summary

The Senior Manager, Evaluation is responsible for leading and coordinating the design, implementation and management of independent evaluations and research studies to assess the effectiveness, impact and sustainability of the organization’s programs and interventions. The role supports evidence-based decision-making and accountability by ensuring that evaluation activities align with the funding agency guidelines and organization’s strategic objectives. This position works closely with external evaluators implementing entities and internal project teams to generate credible, high-quality evidence

Key Responsibilities

Evaluation Strategy and Planning

• Lead the development and implementation of the organiastion’s evaluation agenda in accordance with the funding agency requirements
• Develop evaluation plans and frameworks, including theory of change models, impact pathways and evaluation designs
• Ensure that the Economics Rate of return (ERR) analysis are modified and updated as improved information becomes available
• Manage the work necessary to test key assumptions and risks to maintaining positive economic rates of return (ERRs)

Coordination of Independent Evaluations

• Work with stakeholders to implement independent evaluations
• Serve as the primary liason between the organization and contracted independent evaluators
• Facilitate access to project data, sites and stakeholders for evaluators
• Oversee baseline, midline and endline evaluations and ensure adherence to approved methodologies and timelines

Data Collection and Research Oversight

• Review evaluation reports, summaries and technical briefs to ensure accuracy, clarity, and relevance
• Translate evaluation findings into actionable recommendations for program design, policy and implementation
• Organise learning events and presentations to disseminate evaluation findings and support adaptive management

Reporting and Documentation

• Contribute to the organization’s quarterly, annual and closeout reports by summarizing evaluation activities and results
• Document lessons learned, success stories and emerging themes from evaluations
• Maintain a centralized archive of evaluation reports, datasets and supporting documents

Capacity Building and Support

• Build capacity of internal staff and partners to understand and apply evaluation findings
• Develop user-friendly guidance on evaluation concepts and data interpretation
• Support other M&E team members in integrating evaluation insights into monitoring systems

Qualification Required & Experience

• Master’s degree in Evaluation, Development Economics, Public Policy, Statistics or a related field
• Minimum of 15 years of relevant experience, with at least 3 years in a senior evaluation or research role
• Strong experience in managing or coordinating large-scale evaluations for development programs
• Familiarity with the evaluation guidelines of the organization and of the funding agency or similar donor agencies (e.g., World Bank) is a strong advantage

Skills and Competencies

• Expertise in evaluation design, impact assessments, mixed-methods research and data interpretation
• Proficiency in statistical software (e.g, STATA, R, SPSS) and qualitative analysis tools (e.g., NVivo, ATLAS)
• Strong analytical, critical thinking and report writing skills
• Excellent interpersonal and stakeholder coordination skills
• High ethical standards and commitment to evidence-based practice
