ROLE PURPOSE

The responsibility of the Senior Investment Officer is to ensure the technical strength of the Fund’s activities in support of transactions linked to private sector investments in the infrastructure sector. The main task of the job holder will be to identify business opportunities and execute transactions related to private investments in the economic and social infrastructure sectors, as well as process financing instruments through to board approval and financial close of projects.
Under the overall supervision and general guidance of the Chief Investment Officer, the Senior Investment Officer will perform the following:
- Lead/Participate in the structuring of projects involving public and private sector participation in close coordination with other departments
- Contribute towards developing a strong pipeline of good quality investment opportunities through anticipating market trends and employing sector/country knowledge;
- Evaluate, structure, negotiate, and close new transactions, portfolio restructurings, leasing, capital markets solutions etc.;
- Develop innovative and appropriate financial structures for complex transactions;
- Lead/participate in negotiation of finance documentation, develop financial solutions and overcome bottlenecks in the transaction life cycle;
- Provide feedback on project documents, including Investment Agreement, shareholders’ Agreement, Concession Agreements, Power Purchase Agreements, Engineering Procurement and Construction (EPC) Contracts, Operations and Maintenance (O&M) Agreements, etc.;
- Develop a good understanding of project and concession financing, tendering of PPP projects, policy issues, license conditions, tariff regimes, and collaborate on these matters as appropriate with sector policy specialists and government regulators and officials;
- Build and maintain strong relationships with clients, especially developers and sponsors, utilities, corporates, banking and multilateral partners and government officials to develop specific investment opportunities;
- Support/advise and when necessary, lead the evaluation, structuring, negotiation of new transactions;
- Proven experience in coordinating lenders under a lead arranger mandate will be a bonus;
- Have an appreciation of applicable capital markets and leasing solutions that may be employed in financing the energy sector;
- Lead/Participate and manage project teams;
- Perform any other duty assigned by the Chief Investment Officer or CEO
Key Responsibilities
Strategy & Policy Development
- Participate in the development of investment strategy/business plan and implement same to ensure compliance.
- Participate in the development of policies, standard operating procedures (SOPs), procedural manuals, work plan and other support systems including monitoring mechanisms in managing the Investment Division to achieve targeted objectives.
- Conduct financial modelling and analysis to support the development of investment strategies, initiatives and plans.
Investment Planning & Analysis
- Participate in the development of a sound investment policy and guidelines for approval by the Board Sub Committee on Investment.
- Conduct thorough evaluations on project applications to determine its suitability/viability for financial assistance.
- Conduct research/studies activities to identify and mobilise/source for viable/profitable debt financing mechanisms to support GIIF’s investment initiatives.
- Conduct reviews and evaluation of feasibility studies and prepare preliminary evaluation report to determine project suitability for inclusion in project pipeline.
- Collaborate with the Risk Team in assessing the risk associated with projects and advise on appropriate financing structures or conduct preliminary negotiations with Investors.
- Develop for review and approval innovative/appropriate financing structures to support huge/complex investment transactions.
- Process or oversee the first disbursement of projects and ensure a smooth transition of primary responsibility to the Portfolio Management Team.
- Lead a team of Investment Officers to conduct due diligence on potential infrastructure projects to determine their economic/financial viability/suitability and develop recommendations /justifications for investments.
- Provide leadership in developing appropriate investment/financial models for carrying out financial and economic analysis on proposed projects.
Monitoring & Evaluation
- Responsible for monitoring the implementation of Key Performance Indicators (KPIs) for the various investment portfolios to ensure compliance.
- Monitor to ensure that all conditions precedent have been fulfilled on a timely basis prior to project approvals and sign-offs.
- Liaise with the Portfolio Management Team to ensure effective monitoring and supervision of projects to meet project objectives and timelines.
- Monitor the performance of investment projects through the review of investment/income reports to ensure timeliness and compliance with the reporting framework.
- Monitor the activities of subordinate staff to ensure compliance with the approved Investment policy, guidelines and best practices/standards.
Stakeholder Relations & Management
- Develop and maintain professional relationship with potential investors and initiate action to promote access to finance to support infrastructure investments.
- Develop strategic relationships and collaborations with private equity firms, DFIs, IFIs and developers and other infrastructure investors to facilitate the investment operations.
Financial Management
- Participate in the preparation of the annual operating budget for the Investment Division and monitor its implementation.
- Propose innovative measures and modalities to enhanced resource and investment mobilisation to support financing of infrastructure projects.
Information & Reporting
- Stay abreast with legislations, rules/regulations, investment/financial laws, economic development in Africa and other Continents including new developments/trends in infrastructure investment management.
- Analyse/evaluate portfolio reports to establish the performance of project portfolio and propose change/recommendations for Management decision making.
- Prepare project appraisal report for presentations to the Board as assigned.
- Participate in the development of a comprehensive investment management data/reporting formats to ensure accurate and timely submissions of all investment reports.
- Prepare monthly, quarterly and annual investment reports including explanation of trends to the Board as required.
Employee Performance & Development
- Hold direct reports accountable for managing their assignments to ensure attainment of set targets/goals in all functional areas.
- Conduct performance appraisal and provide input for career development and recommend performance incentives for subordinate staff.
- Identify training needs and facilitate training for subordinate staff.
Qualifications
Education
- MBA or MSc. plus, a Professional Qualification in Economics, Finance or related field.
- Member of a recognised professional body.
Experience
- Ten (10) years relevant working experience in project/infrastructure finance with an Investment Bank, Development Finance Institution, Infrastructure/Private Equity Fund, established Consulting Firm etc; with at least 3 years in a managerial position.

- Ability to build, review and understand complex non-recourse financial models.
- Appreciation of company valuation techniques, corporate and project finance concepts as well as capital markets solutions.
