Job Description


Purpose of the role:

To act as the project financial guardian and ensure that the project(s) meet the required quality standards. You will be responsible for managing all aspects of cost and contractual procedures within construction project(s). The primary focus will be on accurately estimating project costs, managing budgets, and ensuring cost efficiency throughout the project lifecycle.

Specific duties and responsibilities:

Prepare and analyse cost estimates, budgets, and tenders for construction project(s).

  • Review contractor tender documents and provide appropriate cost control measures, prior to any contract award.

Conduct a detailed cost analysis, identifying potential cost-saving opportunities and risks.

  • Advise on the local market conditions and cost implications of any alternative schemes.

Manage and negotiate contracts, variations, and procurement processes.

  • Be fully conversant with the contractual language in all associated contracts.
  • Ensure that the appropriate notices are issued relating to any contractual obligations

Monitor project progress, expenses, and cash flow against budgets.

  • Establish cost management procedures and provide project cashflow forecasts.
  • Issue all payment certificates as required.
  • Liaise with client’s project personnel, issuing payment notices, certificates, accepting certificates and provide a monthly cost update.

Assess and value completed work, managing payments to contractors and suppliers.

  • Acknowledge contractual payment requests and hold a register of all transactions.
  • Ensure that the specific details within all documents are fully complied with, within the agreed contractual dates.
  • Comply with deadlines for submitting payments / information.
  • Provide a monthly report outlining the project spend v budget.
  • Countersigning sectional and practical completion notices issued by the Project Manager.
  • Validate the works and issue appropriate notices, interim certificates etc.
  • Manage the change order register ensuring that all costs are captured.
  • Attend snagging meetings, ensuring payments are withheld to reflect snagging.
  • Confirm with the Project Manager when snagging works are completed and release payments as appropriate.

Collaborate with project managers, architects, engineers, and stakeholders to ensure cost control and adherence to project specifications.

  • Attend all project meetings as required.
  • Advise the procurement manager on early procurement requirements, and cash flow forecast for all equipment spend.
  • Assist with the production of all tender related documents and appointment of contractors, sub-contractors.
  • Work with the team to ensure that the design can be built within the agreed and signed off contract.
  • Attend defects meetings and ensure works are completed within the agreed budgets and ensure that works relating to defects period are signed off by the project manager before releasing retention.
  • Assist the Project Manager to ensure a safety conscious environment, safety targets and standards are created and maintained throughout the design and construction phases.

Provide advice on contractual matters and resolve disputes that may arise during construction.

  • Support the contracts team to ensure that the contracts are administered correctly.
  • Provide technical contractual guidance and advice as required.

Key Skills:

  • Bachelor’s degree or HND in Quantity Surveying, Civil Engineering, or a related field.
  • Professional certification or membership in relevant industry organizations (e.g., RICS, CIOB).
  • Proficiency in cost estimation, contract administration, and budget management.
  • Experience in major healthcare construction would be an advantage.
  • Excellent knowledge of Microsoft Excel.
  • Strong analytical and numerical skills.
  • Excellent negotiation and communication abilities.
  • Knowledge of relevant construction laws, regulations, and industry standards.
  • Fully conversant in FIDIC form of contract.
