Job Description


A Public Service institution is seeking a versatile, proactive and results-oriented persons for the position below at its Offices.

DIRECTORATE       :           RESEARCH, INFORMATION MONITORING AND                                                                     EVALUATION

REPORTS TO          :           HEAD OF DIRECTORATE

SUPERVISES            :           MANAGER, RM&E

JOB PURPOSE

To provide technical and operational support for the efficient and effective performance of the Research, Monitoring and Evaluation functions of the Fund.

DUTIES AND RESPONSIBILITIES

  • Supervises the collation of data for the formulation of policies
  • Supervises the implementation, monitoring and evaluation of programmes and activities of the Fund
  • Supervises the preparation of the Fund’s Strategic Plan
  • Supervises the conduct of research for the Fund
  • Supervises the timely preparation and publication of research reports
  • Supervises the development of research and project proposals
  • Facilitates the identification of possible areas for research.
  • Supervises the development and maintenance of a comprehensive database on the programmes and activities of the Fund
  • Coordinates the development and review of the Fund’s monitoring and evaluation framework, systems and tools.
  • Develops tools for the conduct of impact evaluation of projects and programmes.
  • Implements the plans, monitoring and evaluation activities of the Fund.
  • Prepares monitoring and evaluation reports.
  • Develops project proposals, business modules and business plans for the Fund.
  • Prepares and disseminate project reports to Management, Development Partners and relevant stakeholders.
  • Supervises the preparation of work plan and budget of the Unit.
  • Supervises the preparation of annual and other periodic reports of the Unit.
  • Supervises and appraise the performance of subordinate staff in the Unit.

QUALIFICATIONS AND EXPERIENCE

DIRECT ENTRY

  • A minimum of  a Master’s Degree in Social Sciences, Monitoring & Evaluation, Project Management, Statistics or any other related discipline from an accredited tertiary institution
  • A minimum of six (6) years post Bachelor’s relevant work experience in a reputable institution.

  • Good knowledge of financial management laws and regulations;
  • Good knowledge of labour laws and regulations;
  • Good knowledge in relevant statistical applications;
  • Strong qualitative and quantitative analytical skills
