Background On The Integrated Health Partnership Activity

The purpose of the USAID-funded Ghana Integrated Health Partnership (IHP) activity to strategically contribute to the Government of Ghana’s strategies to reduce preventable maternal, newborn and child deaths, including stillbirths, and improve their overall health and well-being by 2030. Activities are expected to advance Ghana toward increased localization, strengthening the capacity of Ghana institutions and local organizations to introduce, deliver, scale-up, and sustain the use of evidence- based, quality integrated Reproductive, Maternal, Neonatal, Child Health and Nutrition and Malaria services. The program will strengthen Ghana’s Networks of Practice in six regions and 31 districts to deliver integrated RMNCH+N+M services in primary care settings and will support high burden District, Regional and Teaching Hospitals serving large numbers of mothers, newborns and children nationwide to immediately and significantly reduce preventable deaths.

Position Summary

The IT Officer will be responsible for overseeing and maintaining the organization’s IT infrastructure, ensuring smooth and efficient operation of all IT-related activities. This includes managing hardware and software resources, providing technical support, and ensuring the security and integrity of all IT systems.

Key Responsibilities

IT Infrastructure Management:

• Oversee the installation, configuration, and maintenance of computer hardware, software, and networks.
• Ensure the reliability and availability of servers, network devices, and other IT infrastructure.
• Monitor and manage data centers, ensuring optimal performance and uptime.

Technical Support

• Provide technical support to staff, troubleshooting and resolving hardware, software, and network issues.
• Manage helpdesk operations, ensuring timely and effective resolution of user issues.
• Conduct regular training sessions for staff on IT policies, procedures, and best practices.

System Security And Data Protection

• Implement and maintain security measures to protect IT systems and data from cyber threats.
• Perform regular security audits and vulnerability assessments.
• Ensure compliance with data protection regulations and best practices.

Software And Hardware Management

• Manage software licenses and ensure compliance with licensing agreements.
• Oversee the procurement, installation, and maintenance of hardware and software.
• Keep an updated inventory of IT assets. Network Administration:
• Manage and maintain local area networks (LANs), wide area networks (WANs), and VPNs.
• Ensure network security through proper configuration of firewalls and other security devices.
• Monitor network performance and troubleshoot connectivity issues. Project Management:
• Lead and manage IT projects, ensuring they are completed on time and within budget.
• Collaborate with other departments to identify and implement IT solutions that meet business needs.
• Develop and maintain project documentation.
• Policy and Procedure Development:
• Develop and implement IT policies and procedures to ensure efficient and secure IT operations.
• Regularly review and update policies to keep pace with technological advancements and changing business needs. Vendor Management:
• Manage relationships with IT vendors and service providers.
• Evaluate and select vendors for hardware, software, and IT services.
• Oversee contracts and service level agreements (SLAs) to ensure quality service delivery.

Conduct Training And Orientation

• Organize IT training and orientation for new staff hires.
• Develop and maintains documentation on IT procedures.
• Perform other duties as assigned.

Minimum Required Skills, Education And Experience

• Bachelor’s degree in computer science, Information Technology, or a related field.
• At least 4 years of experience in IT management or a similar role.
• Strong knowledge of IT infrastructure, including hardware, software, and networking.
• Experience with IT security practices and data protection regulations.
• Proficiency in system administration, network administration, and IT support.
• Excellent problem-solving and troubleshooting skills.
• Strong project management and organizational skills.
• Ability to work independently and as part of a team.
• Excellent communication and interpersonal skills.
• Experience working for or with a non-profit, donor, or government of Ghana preferred.
• Strong understanding of USAID operations or international NGOs preferred.
• Skilled and experienced working with software’s and IT systems
• Ability to communicate in English, both written and oral.

Preferred Qualifications

• Certifications such as CompTIA A+, Network+, Security+, Cisco CCNA, or Microsoft Certified Solutions Expert (MCSE).
• Experience with cloud computing platforms such as AWS or Azure.
• Familiarity with ITIL or other IT service management frameworks.
