Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction

The ILO seeks to recruit a National Project Officer at the NO-B level to support the implementation of the Accelerator Lab 8.7 programme on intensifying action against forced labour in the fishing sector through innovation.

The programme, which has global, regional and national components, is funded by the Norwegian Agency for Development & Cooperation (NORAD). At the national level, the programme will be implemented in Ghana over a period of 30 months. Other target countries include South Africa and Indonesia.

The Programme Overall Goals Are

  • Strengthened partnerships and knowledge sharing among governments, social partners and Alliance 8.7 partners to reduce forced labour in the fishing sector;
  • Improved legal and policy framework to prevent, identify and address forced labour and to protect victims in the fishing sector;
  • Workers and employers are empowered to engage and adopt solutions to prevent, identify and tackle forced labour in the fishing sector.

The project falls under the technical responsibility of the Fundamental Principles and Rights at Work (FUNDAMENTALS) Branch of the Governance and Tripartism Department (GOVERNANCE). The FUNDAMENTALS Branch carries out technical cooperation, research and advocacy functions to assist ILO constituents to respect, promote and realize the fundamental principles and rights at work, which are: freedom of association and effective recognition of the right to collective bargaining; elimination of all forms of forced or compulsory labour; effective abolition of child labour; and elimination of discrimination in respect of employment and occupation.

  • Reporting lines
  • The incumbent will work under the overall responsibility and the direct supervision of the Director of the ILO Country Office in Abuja.
  • She/he will coordinate the development and implementation of the Ghana country workplan with the Global Coordinator of the Accelerator Lab 8.7 programme in FUNDAMENTALS/HQ. She/he will also receive technical guidance from the Africa Desk Officer in FUNDAMENTALS/HQ and the Specialist on Fundamental Principles and Rights at Work in CO-Abidjan.
  • At the national level, the incumbent will work closely with the ILO Ghana Project Office Administrative and Finance Assistant of the Accelerator Lab 8.7 programme. She/he will coordinate with the Country Office Programme Officer and other projects and initiatives dealing with Fundamental Principles and Rights at Work.

Description of Duties

The National Project Officer will implement the Ghana component of the programme entitled “Accelerator Lab 8.7 Programme: Intensify action against forced labour in the fishing sector through innovation” and ensure the timely and satisfactory delivery of programme activities and objectives. More specifically, the Officer will have the following duties and responsibilities:

  • Planning, implementation and monitoring of programme activities
  • Design and update regularly, in coordination with the Global Coordinator, a detailed work plan covering the programme implementation period. This will be done in consultation with the ILO constituents, as well as other relevant partners, in order to achieve the objectives as defined in the programme document.
  • Ensure effective implementation of programme activities in Ghana in accordance with applicable ILO rules and regulations.
  • Ensure the financial management of the project, by establishing detailed budgets linked to the activities contained in the work plan, including monitoring and reporting on the use of funds, in accordance with ILO procedures, working closely with the finance unit of the ILO Country Office.
  • Prepare annual progress report as required by the donor and as per the Accelerator Lab 8.7 reporting template.
  • Serve as a resource person for programme partners and at conferences, workshops, training sessions and meetings.
  • Coordination and communication
  • Ensure proper coordination with programme partners and stakeholders.
  • Communicate regularly with all relevant stakeholders in Ghana to keep them informed of the programme’s objectives and progress, and to establish collaborations with other projects and development agencies in order to optimize the project’s impact and mobilize the necessary resources to sustain the programme’s action.
  • Draft communication products for the global Accelerator Lab 8.7 webpage and other communication channels on the achievements of the programme in Ghana.
  • Act as the focal point for fundamental principles and rights at work (FPRW) matters.
  • Supervision
  • Supervise the work of the Administrative and Financial Assistant in all aspects of the work, as well as the work of project partners and project external collaborators, in order to achieve the objectives of the project.
  • Other tasks
  • Promote ILO policies in the related technical areas of the programme, other fundamental rights at work and the relevant International Labour Standards in collaboration with other technical/labour standards specialists.
  • Carry out any other task necessary for the success of the project and required by the Director of the ILO Country Office.

Required Qualifications

Education

First level university degree in public policy, international development, labour law, social science, anthropology, education, economics or related field.

Prerequisite

Experience

  • Three years of work experience in the field of forced labour, labour law, human rights, and/or working conditions in the fishing sector at the national level.
  • Demonstrated skills in project management, including programmatic and financial management, monitoring and evaluation, donor coordination and grants management.

Advantage

  • Field experience in project implementation in collaboration with government, workers and employers’ organization, and NGOs.
  • Good understanding and previous experience working on the fishing sector or its value chain at the national level.
  • Familiarity and interest for digital innovations that can have a social impact.
  • Experience in international development cooperation.
  • Familiarity with ILO policies, technical programmes and procedures, including experience working with officials of relevant government ministries, employers’ and workers’ organizations.

Languages

Fluency in English required. Working knowledge of an official national language of the duty station.

    • Familiarity with standard office software (Word, Excel and PowerPoint) and communications tools (internet, e-mail, twitter).
    • Ability to oversee the work of and provide guidance to staff.
    • Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes
