Tullow is offering an exciting opportunity within the Marine Team. The position is for a Mooring Master, which is a Full-Time Permanent position based Offshore, Ghana, with a 28/28 rotation working arrangements.
Job Purpose
The Mooring Master is responsible for ensuring the safe, efficient, and cost-effective execution of export operations in accordance with the TEN and Jubilee Terminal Manuals. This role entails maintaining comprehensive records on the performance, usage, and condition of mooring equipment and cargo hoses, managing inspection and change-out procedures, and serving as the company representative for export hose operations. Additionally, the Mooring Master coordinates pre-offtake inspections of equipment, liaises with the Marine Logistics Lead regarding vessel support and maintenance, and collaborates closely with the TGL Offtake Coordinators to uphold operational integrity and protect company assets.
Key Roles And Responsibilities Of Successful Candidate
- Carries out the duties and responsibilities of a Mooring Master contained within the TEN and Jubilee Terminal Manuals.
- Provides to Export Terminal Lead (ETL) records of mooring equipment in use during export operations to include time in use of equipment, average weather exerted on the equipment and general condition including the management of mooring change out requirements.
- Provides to ETL and maintains records of cargo hose inspections prior to use and maintain records of cargo volumes and time in operation to build up hose data, including the management of hose change out.
- Acts as Client/Company Representative for Export Hose builds/change out/damage directing 3rd parties accordingly and reporting lessons learnt / as built information to ETL.
- Ensure all equipment on the TEN FPSO and Jubilee CALM Buoy required for carrying out export operations are functional from an operational perspective in the operating environment. A pre-offtake inspection of all equipment required for offtake operations, but outside of the FPSOs shall be carried out at least a day prior to the commencement of offtake.
- Liaise with Marine Logistics Lead through ETL for support vessels with regards to upcoming berthing /export operations and or maintenance required on export equipment.
- Works closely with TGL Offtake Coordinator(s) to ensure operations are carried out in a safe, efficient, and cost-effective manner that ensures the assets of the company are not put at risk.
- Working with the Marine/Services Superintendent to ensure cargo quantity and quality are in specification for Offtake operations.
- Works closely with the AP/EHS coordinators to ensure assets are in place for the security of the Jubilee and TEN Terminal including correct assets for Oil Spill response during Offtake Operations.
- Assist ETL in the specification, inspection and selection of the support vessels required for carrying out export operations and that these vessels are also capable of bringing a broader capability to the overall fleet model selected for the Jubilee and TEN Terminal’s
- Acts as the PFSO (Port Facility Security Officer) when on Export Tankers.
- Assist ETL and TGL Marine Technical Lead to conduct audits and safety inspections in accordance with the approved Tullow Marine Operations Procedure.
- Attends and assists marine emergency response drills in conjunction with AP/EHS coordinators, such as fire drills, oil spill containment drills, man overboard drills, medical evacuation drills etc.
- Provides to the ETL competence records for Mooring Master and Assistant Mooring Master and acts as mentor for Assistant Mooring master identifying support or training/revalidation requirements.
- Demonstrates a personal commitment to Environment, Health, and Safety by abiding by International and Ghanaian Marine and EHS policy ensuring compliance to statue international marine regulations and oil industry best practice.
- To satisfactorily complete TGL requirements for Assistant Mooring Master and Mooring Master Competency Standards through training.
Experience & Qualification
Mooring Master Profile:
- Minimum of 15 successful tandem mooring operations on similar facilities.
- Holds an unlimited Master Mariner STCW Certificate of Competency.
- Possesses GMDSS certification, and either Dangerous Cargo Endorsement certificate or and Tanker Safety (Oil) qualification.
Tanker Chief Officer Profile
- Holds an unlimited Master Mariner STCW Certificate of Competency with experience in loading/discharging oil or related cargoes.
- Meets TGL Training requirements for Assistant Mooring Master and Mooring Master Competency Standards.
- Possesses GMDSS certification, and either Dangerous Cargo, Endorsement or and Tanker Safety (Oil) qualification.
Pilot Profile
- At least three years of experience with an unlimited Master Mariner STCW Certificate of Competency.
- Demonstrated superior ship handling, including successful berthing of a minimum of 15 vessels over 200 meters in length and managing Ship-to-Ship (STS) operations.
- Capable of managing tug operations during berthing and unberthing.
Skills
- Strong leadership skills and the ability to work with minimum supervision.
- Proficiency in both spoken and written English
- Strong leader in Environmental Health and Safety, leads by example.
- Computer literacy with reference to word and Excel.
- Ability to manage multiple tasks through effective planning.
- Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
