Job Description
TKG is seeking a highly qualified and experienced Third-Party Monitoring, Assessments, and Data Collection expert to serve as a monitoring, evaluation, and learning (MEL) Officer. The person must be a Ghana national or a resident and fluent in English.
Key Responsibilities and Tasks
Under the supervision of the MEL Advisor, the MEL Officer will be responsible for monitoring, evaluation, learning, and results-reporting activities for the program.
• Managing and overseeing overall MEL for the program.
• Contribute to organizational learning through the design of procedures, processes, and systems to encourage and facilitate more effective sharing of program results, approaches, feedback from partners, and lessons learned throughout the organization, using this insight to contribute to the field and shape future programs
• Strengthening M&E feedback, feedback, and learning practices across the organization through training, workshops, webinars, etc.
• Create the data infrastructure required for ongoing monitoring, evaluation, learning, and feedback to strengthen strategy and implementation.
• Implement and enhance a monitoring, evaluation, and feedback framework to aggregate and communicate program results
• Develop periodic project reports in line with project requirements for comprehensive communication with donors and stakeholders.
Key tasks may include:
1. Development and Implementation of Projects and Programme M&E Framework
o Produce the project M&E framework and program MEL plan ensuring project objectives and outcomes.
o Lead and manage program-level evaluation of higher-level outcomes and theories of change as needed
o Initiate and oversee research and data collection by external M&E organizations and learning resources
o Ensure realistic intermediate and end-of-project MEL targets are defined.
o Supervising other MEL staff to ensure MEL outcomes are achieved.
o Supporting and advising colleagues on activity-level monitoring and evaluation efforts, ensuring quality and consistency across activities
2. Implementation of projects and evaluations
o Oversee project and program MEL activities per the annual work plan, focusing on results, impacts and lesson learning.
o Conduct and supervise the following tasks as needed – Performance and context monitoring, analyses and assessments, Third-Party-Monitoring (TPM), Data Quality Assessments (DQAs), capacity building and STTA, manage technical assistance related to MEL
o Ensure and review the project’s monthly results tracker with key activities, indicators, baseline, and targets to obtain periodic progress.
o Guide the development of TORs and evaluation processes according to the projects’ and USAID guidelines
o Manage and oversee all MEL activities for the program in all the stipulated countries
3.Reporting
o Be responsible for developing and the submission of all periodic reporting requirements as needed for the project
o Provide quality assurance on all MEL-related project term reports before submission to the MEL Advisor and USAID
4. Capacity Development and Lessons Learning
o Provide advice, support, and recommend assistance to project management regarding monitoring and evaluation, performance management/monitoring, and results reporting
o Organize and provide training in MEL for program and project colleagues to develop local MEL capacity.
o Recommend and develop strategies to measure the performance of the projects and support them in implementing mechanisms for collection, and verification of performance data.
o Support the design and implementation of a system to identify, analyze, document, and disseminate lessons learned.
o Collect case studies to illustrate challenges, progress, and innovation in the project’s work
Minimum Requirements
• At least a Master’s degree in Social Sciences, Environmental Sciences, or related fields
• A minimum of 4 years of experience leading third-party monitoring, assessments, and data collection on USAID-funded projects and programs in Ghana and across West Africa.
• Excellent communication skills and the ability to work effectively with stakeholders from diverse backgrounds.
