A Public Service institution is seeking a versatile, proactive and results-oriented person for the position below at its Head Office:

JOB TITLE:                          INFORMATION SYSTEMS MANAGER                                                                                      (SENIOR SOFTWARE DEVELOPER)

JOB PURPOSE:       To provide technical, operational and administrative support for the efficient and effective performance of the Information Systems function of the Fund.

POSITION LOCATION:     Accra

DUTIES AND RESPONSIBILITIES

  1. Supervises the collection of data for the formulation of policies.
  2. Participates in the implementation of Database and Software Development programmes and activities.
  3. Designs, develops, tests, documents and implements Enterprise Business Applications
  4. Designs, develops and administers secure relational Database Management Systems
  5. Elicits, analyses and documents requirements for IT Projects
  6. Develops, reviews and implements IT policies, strategies, standards, guidelines, procedures and processes
  7. Participates in the development, review and implementation of a Disaster Recovery Plan
  8. Provides effective end-user technical support services
  9. Provides input in the acquisition, allocation, utilization, maintenance and disposal of IT devices and systems
  10. Participates in the implementation of audit recommendations
  11. Participates in the preparation of work plan and budget.
  12. Participates in the preparation of annual and other periodic reports.
  13. Supervises and appraise the performance of subordinate staff.

QUALIFICATION AND EXPERIENCE

  • A Master’s Degree in Information Technology, Management Information Systems, Computer Science, Engineering or any other related discipline from an accredited tertiary institution
  • A minimum of one (1) year post Bachelor’s relevant work experience in a reputable institution.

TECHNICAL COMPETENCIES

  • Excellent working knowledge in C#, ASP.NET Core, API, Entity Framework Core
  • Expert knowledge in Object Oriented Design and Programming
  • In-depth knowledge in the Design and Administration of Relational Database Management Systems such as Microsoft SQL and MySQL
  • Excellent knowledge in a Javascript Framework such as Ext JS, React, VUE
  • Proficiency in Web User Interface Design, Cross-Browser compatibility, Responsive UIs using HTML 5, CSS, jQuery & JavaScript
  • Knowledge in Version Control (preferably Git)
  • Knowledge in Unit Testing, Stress Testing, Integration Testing, Functional Testing and .Net Mocking Frameworks
  • Knowledge in reporting tools such as Crystal Reports, Microsoft SQL Reporting Services & Microsoft Visual Studio Report Designer
  • Working knowledge of Mobile App. Development using Flutter and Dart
  • Experience with Microsoft Visual Studio or Visual Studio Code development tool
