No matter where you’re from or who you are, if you’re passionate about the transformative power of progressive politics, we invite you to build a better future with us.The Tony Blair Institute has been supporting the Government of Togo since 2017, including the establishment of a delivery unit to accelerate the implementation of priority projects, policy advice on key economic and social reforms, as well as investment facilitation support.Today, Togo’s National Roadmap 2025 focuses on three key areas: 1) strengtheningsocial inclusion and harmony and consolidating peace, 2) boosting job creation through the development of productive sectors, and 3) modernizing the country and strengthening its agencies.To support this ambition, the TBI country team provides embedded support across various government institutions to facilitate the implementation of flagship projects and key reforms with high potential for large-scale job creation and the predominant involvement of the private sector. Our team currently works across different sectors, including tourism, agriculture, manufacturing, energy and climate.Job Introduction
We are looking for an Economic Transformation Advisor to be embedded in central government institutions to accelerate the delivery of several new initiatives recently launched by the Government that aim to support the structural transformation of the country. Working alongside government counterparts and other key stakeholders, the Economic Transformation Advisor will notably support the private sector development work by developing economic and market analysis, identifying and promoting bankable investment opportunities in high-growth productive sectors, and support the government in designing effective delivery mechanisms that will accelerate the implementation of major bilateral and multilateral programs.Working closely with the Country Director, wider country team, and central practices, you will ensure that donors’ and partners’ interventions contribute to the country’s industrialisation agenda and bring the best of TBI to ensure that project objectives and requirements are on track and achieve the desired results.Key Responsibilities
- Collect and analyse data, undertake benchmarks, and advise on strategic and innovative areas and sectors (e.g., sector development, investors checklists in high-growth sectors, finance, climate, etc.);
- Support the government to strengthen their market-led industrial policies and develop critical industries that can foster the economic transformation of the country;
- Where appropriate, provide support to TBI colleagues and relevant counterparts on data analysis, developing an evidence base, and addressing bottlenecks;
- Strengthen the government’s strategic planning, coordination and monitoring functions;
- Lead the monitoring and reporting of various donor/DFI projects and portfolios, ensuring they are on track against project requirements and timelines;
- Deploy a strategic approach to review progress, prepare status reports, and consider alternative approaches if needed, in order to deliver projects timely and accurately;
- Develop and maintain trust-based relationships with government and private sector actors as well as development partners, including targeted communication activities;
- Maintain delivery quality, in line with project objectives and government expectations;
- Anticipate project risks and suggest actions to mitigate them;
- Support the TBI Country Director and other team members on various strategic initiatives, including contributing to skills development of local analysts and other activities.
Person Specification
We are looking for an outstanding individual with high levels of enthusiasm, drive, resilience, a can-do attitude and ability to consistently achieve results in a fast-paced environment; an individual with a proven track record of leadership and analysis in the public or private sector; with a solid background in public/civil services worldwide; strategy consulting; project management; and/or relevant industry experience.The requirements that should be met are:
- Role must be filled by an individual who can move to, live and work in Togo ;
- Significant experience in economic development, relevant program management, and/or management consulting;
- Previous experience engaging African governments on private sector development, either working in the private sector, consultancies or partners;
- Exceptional problem-solving and analytical skills, including sound knowledge of data analysis, strategic planning and project management tools;
- An ability to be a self-starter, work independently, but also be a strong team player.
- Ability to think strategically and translate strategies into concrete and implementable plans;
- Results oriented, structured, resilient in seeing projects through to the end and a willingness to be pro-active and go the extra mile;
- Highly developed analytical skills that can be deployed in a range of contexts;
- High quality communication, drafting and presentation skills;
- The confidence, experience, communication skills and credibility to operate at a senior level in government and TBI;
- Strong sense of ethics, discretion and perseverance required;
- Experience of living and working in developing countries is strongly desirable;
- Subject-matter expertise in relevant project areas and public sector advisory is an asset;
- Fluency in English and French is required.
