Job Description


Applications are invited from suitably qualified persons to fill a vacancy in the post of Deputy Director, Procurement in the Parliamentary Service of Ghana.

Main Duties and Responsibilities

The Deputy Director of Procurement shall provide support to the Clerk to Parliament and Management of the Service through the Director of Procurement, by performing the following duties:

• Manage procurement activities of the Parliamentary Service, including tendering processes, evaluation, contracting, contract management, legal considerations and payment conditions, contractors, performance evaluation, risk assessment and sustainability
• Implement strategic sourcing to maximise value for money by conducting market surveys to ascertain the best products and suppliers related to best value, delivery schedules and quality
• Identify strategic suppliers and maintain good relationship
• Develop database, mechanisms and metrics to track supplier performance related to delivery, quality and cost
• Prepare annual procurement plans for goods, services and works based on he annual budget of Parliament and Parliamentary Services, and monitor their implementation
• Prepare and submit annual and other periodic reports on the procurement function to the Public Procurement Authority through the Parliamentary Service Board
• Ensure that procurement procedures and processes of the parliamentary service comply with the public procurement act, 2003 (Act 663) as amended, its regulations and guidelines, as well as ethical standards
• Perform any other duties assigned by the Clerk to Parliament

Qualification Required & Experience

• A good first degree in Procurement, Logistics and Supply Chain Management or a relevant discipline from a recognised university with a minimum of 9 years post qualification experience and a Master’s degree in the relevant subject with at least 3 years in a position analogous to Assistant Director I in the Public Service.

OR

• A good first degree and a master’s degree in the relevant subject with at least 5 years post-master’s degree qualification experience in a position analogous to Assistant Director I in the Public Service.
• An applicant shall be a member in good standing of a recognised professional body in the related field

Age Limit: An applicant should not be above forty-five 45 years of age on the date of appointment to the post in the Parliamentary Service.
