Job Description


The DCOP-T will be responsible for leading technical components of the activity relating to service delivery provision in Ghana as well as for supervising cross-cutting teams. The role will require supervision of the Technical Assistance Group and the Analytics and Learning Team. These groups will also work with the Chief of Party to ensure that technical outputs contribute to overall Activity goals.

Key Responsibilities: 

  • Oversee technical implementation of the Activity and ensure impacts achieve the results defined in the contract.
  • Provide technical expertise and support annual activity work planning and adaptive management of Activity as needed in accordance with the Activity’s objectives and targets.
  • Assist in coordinating Activity implementation, providing support to personnel and subcontractor management, and efficient budgeting and financial management, as needed.
  • Ensure coordination between the Objective team and other project teams.
  • Assume responsibility for quality control and timeliness of deliverables.
  • Support the COP in representing the project to USAID and key government stakeholders, ensuring timely response to their informational, data and monitoring inquiries and requests.
  • Serve as the interim Chief of Party (COP) when the COP is not available.
  • Lead the operational and tactical technical management activities for a project.
  • May use statistical analysis systems, such as SAS, as appropriate. Plans and directs schedules and monitors budget/spending.
  • Provide technical management expertise with monitoring and evaluating projects and is involved in the decision making for technical issues on project.

Minimum Requirements: 

  • Minimum of a master’s degree in relevant discipline is required.
  • Not less than 10 years project experience, preferably in Ghana or West Africa, working in one or more technical disciplines: government oversight, civil society strengthening, public service delivery, transparency.
  • Minimum of 5 years in a supervisory position managing multi-disciplinary teams.
  • Proven track record working in multi-disciplinary teams, engaging effectively with stakeholders, fostering collaborative learning and adaptive management, and promoting gender equity and social inclusion.
  • Strong familiarity with the policy, social, economic, and cultural context in Ghana, and in particular the northern regions of Ghana.
  • Ghanaian nationals are strongly encouraged to apply.
