Through The Tomorrow Partnership, we broker strategic partnerships between governments and leading tech organisation’s and innovators to help foster environments that enable tech to deliver practical change in people’s lives.

As part of the Tomorrow Partnership programme in Ghana, we are looking to hire an exceptional associate with strong interest in technology, government advisory and, particularly, agile technology implementation. The main objective of this role is to support the deployment of a National Shared Services platform in Ghana, a landmark initiative to be used by citizens, government agencies and the private sector.

An exciting opportunity exists to work with the Ministry of Communications and Digitalization to implement a suite of use cases as part of the National Shared Services platform. The post holder will support the Tomorrow Partnership programme in Ghana. This is an associate-level role requiring an ambitious candidate, with relevant expertise, strong consulting capabilities, and a drive for results.

You must be a curious problem-solver, open to working and growing in complex environments, learning to push through ambiguity to get to clarity and agreement. In this role, you get to inspire and influence key decision-makers and facilitate engaging and productive conversations around Ghana’s digital transformation journey.

Key outcomes of the role

  • Supporting the Enterprise Architect and Project Manager in delivery and implementation of the Common National Digital Architecture (CNDA) programme.
  • Continuous Engagement with stakeholders in government, such as IT Directors, civil servants and the GhanaCARES delivery unit as an integral part of the CNDA programme.
  • Supporting the Ghana Tech Team in achieving tangible results, including design and deployment of use cases ranging from Digital ID, CRVS to Digital services and payments.

This is an initial fixed term role of one year.

Key Responsibilities

The post holder will be part of the Tech team in Ghana and work with other TBI colleagues in delivering our CNDA workplan across key responsibilities, including:

Stakeholder engagement: support in the implementation of the CNDA programme by facilitating engaging productive workshops that bring everyone on the journey. Run inceptions, take requirements, suggest improvements, collaborate, and build relationships.

Analysis: gather functional and non-functional requirements, write user stories, map out processes and create wireframes using a variety of tools. Support the delivery of CNDA strategy, including addressing tactical requests from government stakeholders requiring in-depth analyses (e.g., benchmarking, performance reporting, gap analysis, strategy development).

Government relations: support the team in maintaining effective and trusted relationships with senior stakeholders in government, such as IT-Directors, DG’s, Secretaries, and civil servants.

Agile thought leadership: create the right context for self-organisation where agile team members collaborate, learn from each other, get quick feedback from users and are focused on quality and continuous learning.

People: Shape and embody a culture that drives innovation and delivery. The post holder is expected to play a key role in the in-country team and will be expected to maintain strong working relationships with colleagues.

Internal Reporting: The Associate will support the CNDA Project Manager on internal reporting, by supporting key reporting products for the Ghana Team, such as assisting with the reporting for Objectives and Key Results, internal updates on tech workstreams and reporting against the tech strategic framework.

Person Specification

We are ideally looking for an experienced candidate:

  • With a proven track record in Agile analyses and design projects
  • With demonstrable experience in technology enterprises or digital transformation projects
  • With strong skills in facilitating agile workshops with stakeholders of different levels of seniority and backgrounds
  • With experience in gathering functional and non-functional requirements, writing user stories, mapping out processes and creating wireframes
  • Who has worked or consulted in developing and emerging economies and is sensitive to a diverse range of cultural and regional norms, and will foster a positive spirit of collaboration between our countries and our tech transformation offer
  • Who is comfortable working within cross-functional teams, and strives in collaborative and agile working environment’s
  • Who sets ambitious and measurable goals for themselves and for their projects, and works efficiently to deliver upon them
  • With a bachelor’s or postgraduate degree or equivalent practical experience
  • Candidates with fluency in English required
  • With strong skills in Microsoft PowerPoint, Word and Excel
