ORGANISATIONAL CONTEXT 

The Permanent Secretariat is established within the Joint Management Committee (JMC) of the Joint Border Post (JBP) for assisting the JMC in its role of determining the administrative measures necessary to control the establishment and the proper functioning of the JBP, and to resolve any difficulties that may result. The JMC establishes bilateral Subcommittees composed of officers and involving private operators from the adjoining States directly involved in border controls.

The Permanent Secretariat is staffed by a Permanent Administrator, an Administrative & Financial Assistant and an Interpreter-Translator.

OBJECTIVES OF THE POSITION 

The objectives of the Permanent Administrator are:

  •  Organize the proper functioning of the Permanent Secretariat;
  • Ensure the effectiveness of administrative assistance to the JMC;
  • Establish an institutional memory center for information on JMC activities.

TASKS AND RESPONSIBILITIES 

1. – Regarding the functioning of the Permanent Secretariat
a) – Determine the internal organization of the Permanent Secretariat;

b) – Supervise the staff;
c) – Manage the equipment and financial resources;
d) – Develop the work plan and the budget to be submitted to the JMC;
e) – Take all initiatives likely to contribute to the proper functioning of the Permanent Secretariat.

2. – Regarding assistance to the Joint Management Committee
a) – Contribute to the planning, organization and facilitation of the JMC activities;
b) – Write convening notices for the JMC meetings and review files to be considered;
c) – Participate in meetings, hold the secretariat and prepare minutes;
d) – Ensure follow-up of the implementation of the decisions;
e) – Provide logistics for the JMC meetings, workshops, visits and other events;
f) – Contribute to the preparation of notes, studies and reports for the JMC;
g) – Ensure the preservation of documentation and archives;
h) – Provide any other form of administrative assistance required by the JMC.

TECHNICAL EXPERTISE  

  • Have a good working knowledge of border control activities;
  • Have the ability to prepare reports on various field activities;
  • Experience in the management of a complex organizational unit requiring coordination of government interventions in a multilateral approach;
  • Have the capacity to ensure the application of rules, policies and directives resulting from the consultation of the States.

MANAGEMENT SKILLS  

  • Have proven skills in planning and organization;
  • Know how to set clear objectives, identify priorities and mobilize (if necessary, adjust) resources to achieve them;
  • Demonstrate good experience in the administrative and financial management of a structure using public, community or development partner funds;
  • Have proven skills in budgeting and meeting audit requirements.

OTHER DESIRED SKILLS

  • Have a clear and effective expression (written and oral);
  • Be conscientious and professional;
  • Be proactive and know how to anticipate the difficulties of collaboration and management;
  • Demonstrate a spirit of conciliation and conflict resolution by seeking mutually acceptable solutions.

QUALIFICATIONS & EXPERIENCE PROFESSIONNELLE

  • Have a Master’s degree (Master I or Master II) or equivalent in Economics, Management, Business Administration, Public Administration, Public Finance, Law or a related field.
  • Justify at least 15 years of progressively responsible experience in the public administration or top management of modern transit or interstate road transport companies.

LANGUAGE REQUIREMENTS    

  • The written and oral command of one of the official languages of the states adjoining States of the JBP, namely English or French, is indispensable.
  • The practical knowledge of the other is necessary.
  • Proficiency in both languages is an advantage
