Health Policy Plus (HP+) is a USAID-funded five-year $185 million project awarded to Palladium (formerly Futures Group) on August 28, 2015. HP+ has a mandate across global, country, and subnational levels to strengthen and advance health policy priorities in family planning and reproductive health (FP/RH), HIV, and maternal health. It aims to improve the enabling environment for equitable and sustainable health services, supplies, and delivery systems through policy development and implementation, with an emphasis on voluntary, rights-based health programs, and by strengthening in-country partners’ capacity to navigate complex environments for effective policy design, implementation, and financing aligned to their priorities.

Palladium is seeking a Health Finance Advisor to support the Regional Representative and other team members as they implement two multi-country projects, HP+ and AFP, through a regional office based in Accra, Ghana. The regional office covers 10 countries in Francophone West Africa: Mauritania, Senegal, Guinea, Mali, Cote d’Ivoire, Burkina Faso, Niger, Benin, Togo, and occasionally Cameroon. The project office also provides finance and operations support to the Ghana program. This position is full-time for one year, with the possibility of extending a further four years

Roles and responsibilities:

  • Provide content knowledge, technical assistance, consultation, and support for the development and execution of economic analyses, health finance policy analyses, and costing assessments.
  • Apply methodologies that include cost-effectiveness studies, unit costing of health interventions, expenditure surveys, and feasibility or policy analyses of proposals for community-based and social health insurance programs.
  • Provide high-level technical assistance to developing country policymakers.
  • Write position papers, reports, and technical briefs to inform relevant audiences.
  • Determine methods and procedures on new assignments and both implement and manage other staff or consultants in carrying them out.
  • Provides health economics, health finance and costing expertise/technical assistance to the program, technical staff and administrators as per project/program requirements.
  • Provides remote and on-the-ground managerial and operational oversight to specific projects and activities in a developing country setting
  • Provides analytical and evaluative techniques to identify, consider, and resolve issues or problems.
  • Uses various quantitative and qualitative techniques to perform costing and policy analyses.
  • Responsible for the development and approval of activity-specific work plans and budgets.
  • Participates in and/or prepares necessary technical and program-related reports, including presentations and working papers.
  • Guides and supports research, data collection, policy formulation, training and capacity building efforts in support of project activities and deliverables.
  • Ensures quality of services and compliance per project/program requirements.
  • May provide functional guidance to outside vendors to ensure deliverables are met on time and on budget.
  • Organizes as needed project/program trainings, conferences, workshops, and meetings.
  • Participates, and represents the organization as needed, in outside associations, conferences, and symposia.
  • Contributes to new business development efforts, as required and appropriate

Qualifications and experience:

  • Advanced degree with significant experience preferred.PhD or MA in Economics or Health Economics, or MPH with significant coursework in health economics and finance.
  • At least 5 years of experience in public health, health economics, health finance, and policy formulation related to developing countries, or experience in other fields related to the duties described above.
  • Strong program management skills are highly desirable.
  • Strong interpersonal, writing, presentation, and organizational skills are required.
  • Experience working internationally.
  • Demonstrated problem solving, analytic, financial, and evaluative skills.
  • Attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing priorities often within a required timeframe.
  • Ability to travel internationally up to 40% time.
  • Fluency in French and English required.
  • Candidate MUSTbe authorized to work in Ghana (Please note: There are no moving expenses or expatriate allowances associated with the position.)
