Job Profile Mott MacDonald’s International Development Services division operates as three separate portfolios within the international development arena, Environment and Water, Education and Health.

International Education (IED) makes people’s lives better by helping them to improve teaching and learning and the running of their education systems. Helping clients in both the developing and the developed world encompasses two broad areas: strategic thinking – policy level education, analysis and design and the implementation, the actual delivery of a project or programme.

Transforming Teacher Education and Learning (T-TEL) is a 4 year Government of Ghana programme funded by DFID to support pre-service teacher education in Ghana. The Grants Manager will manage two categories of funds: Challenge Fund: a fund to improve teacher development in the Colleges of Education (COEs) through innovative approaches. Payment By Results Fund: an incentive scheme where the programme pays for evidence of a creative approach to improve pre-service teaching and learning.

Job Description The Leadership and Management component and the Institutional Reform Component of the Transforming Teacher Education and Learning (T-TEL) programme aim to support all Colleges of Education to become ‘centres of excellence’ through improved leadership, governance and training, and build a coherent teacher education sector through improved coordination, guidance, research and policy guidance. Under the technical guidance of the Key Advisers, the incumbent will make input into the implementation of the Leadership and Management, and the Institutional Reform components of T-TEL. The Programme Officer will also be expected to coordinate the logistical, administrative and operational support for the two components and support the effective dissemination of technical information among the T-TEL programme stream.

Scope of Work

You will be responsible for:

Liaise closely with and report to the key advisers on key deliverables Monitor and keep key deliverables for the components in focus. Participate in all planning related to the two components Support the monitoring of activities under the two components Write draft reports on activities, and take minutes at every component stakeholder meetings. Liaise with the Project Operations Officer to provide logistic support to components’ workshops and training events. Establish continuing communication with key individuals at NCTE, NAB, UCC, GES, and COEs etc. to foster better information sharing, under the guidance of the key Advisers. Collate components reports including those from College Improvement Advisors (CIAs) and share same with the Key Adviser. Create and maintain database of CIAs coaching log. Liaise with CIAs and follow up with college leaders on key deliverables Perform any other duty assigned by the Key Advisers and the Programme Manager. Candidate Specification Key skills, qualifications and experience

  • Advanced degree in social and human sciences or equivalent
  • Stong background in Microsoft Office package
  • Programme management experience is an asset
  • Excellent planning, organisational, multi-task and time management skills with strong oral and written communication skills
