Job Profile The purpose of the position is two-fold. It provides support to the Fund Manager to: Monitor the technical implementation of projects being funded by T-TEL based on progress reports, and against agreed Results Frameworks, activity plans and budgets under the Challenge Fund agreed College Improvement Plans and agreed targets under the Payment by Results FundIn order to make sure that projects are being implemented as agreed with T-TEL, and to make sure that T-TEL provides appropriate support to the Colleges of Education and their partners; and Monitor the financial performance of projects implemented with funding from T-TEL, based on financial reports and narratives, and against the financial procedures agreed with Mott MacDonald, Job Description Project Monitoring & Reporting

With support from T-TEL consultants, support CoE that are negotiating contracts for financing from T-TEL to develop M&E plans which meet the Fund’s monitoring and contracting requirements Monitor progress of Projects funded by the Challenge Fund, and the Payment by Results Fund from Activity through Output to Purpose, and ensure that M&E Plans are being implemented, and that milestones are being achieved; Write reports on all monitoring visits to Fund projects. Review Quarterly Reports provided by College Partnerships against the CoE Grant M&E plan, and provide initial feedback to CoE where required.

Collate COEs progress reports into the T-TEL Fund Quarterly Progress Reports ,Support to Grant Partners Support, and where agreed, coordinate activities initiated by T-TEL to strengthen the implementation of COEs’ T-TEL grant projects Coordinate activities delivered by T-TEL to encourage collaboration and learning across different CoE Grant projects; Set up and manage a help line for all COEs to contact with specific queries. Programme Learning and Communications Synthesize lessons and share good practice from COEs to disseminate to appropriate audiences across the Programme; Develop a database of reports identifying topical areas and cross cutting issues; and Facilitate learning between and amongst COEs. Others Support the Finance Team to monitor and ensure COEs compliance with the terms of their contracts; ensure that all project expenditures adhere to regulations and approved budgets; Assist with processing and tracking of COEs expenses including preparing disbursement schedules; Carry out any other duties as may be required for delivery of the programme. Special Requirements Some travel and out of hours work may be required.

Candidate Specification Previous experience of monitoring and evaluation in a donor-funded programme

Degree in a relevant subject, for example business administration, ICT, maths and stats,

Post-graduate training in monitoring and evaluation would be an advantage

Ability to prioritize and deliver results within tight timescales.

Independent thinker with an ability to use own initiative.

Excellent communication (verbal and written) and interpersonal skills; including the ability to communicate to a wide variety of partners and make presentations to diverse and large audiences.

Highly motivated individual and a good team player

Competent user of MS Office
