Chemonics seeks a logistics management information system (LMIS) procurement advisor to support the Ghana Ministry of Health for the LMIS Implementation project. The advisor will support the LMIS acquisition process by providing contractual and technical-procurement advice on policies, procedures, systems, and standards. In this capacity, the advisor will play a key role in enabling the Ministry of Health to fulfill the goals of the Supply Chain Master Plan, including the redesign, development, and deployment of an integrated LMIS to improve data visibility and inform supply chain decision-making. This short-term position ends in December 2017. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Support LMIS contract development by reviewing LMIS procurement policies, procedures, systems, and standards to effectively meet the various procurement needs of committees, sub-committees, and other key stakeholders
  • Provide guidance and contribute to decision-making to ensure the LMIS has the best value for money
  • Monitor procurement and contract-management processes to ensure they are open, transparent, and competitive
  • Ensure the LMIS procurement process abides by all legislative and regulatory compliance requirements, including Global Fund’s procurement policies, by identifying, mitigating, and reporting procurement risks to appropriate agencies and stakeholders
  • Keep stakeholders informed of progress, challenges, and key milestones by providing them with evaluation reports at each acquisition phase and routine task reports
  • Develop tender evaluation tool
  • Foster an inclusive workplace environment that creates opportunities, serves others’ needs, builds trust, promotes innovation, and exceeds expectations


  • Expertise in information technology and enterprise resource planning (ERP) systems procurement; experience with Global Fund international competitive bidding
  • Strategic procurement leadership experience
  • Demonstrated understanding of procurement risk management
  • Knowledge of the government of Ghana’s procurement, legislative, and policy environments
  • Experience working in low- and middle-income countries
  • Expertise in drafting contracts involving government entities, implementing partners, international vendors, and public health supply chain
  • Experience negotiating contracts or drafting service-level agreements
  • Demonstrated leadership, versatility, and integrity
