Ghana-based Legal/Policy Consultant for Proposed Fisheries Citizen Watch Program (Ghana)

The international development consulting firm SSG Advisors is now accepting applications from qualified Ghana-based legal / policy specialists to conduct a legal review to inform the design of a proposed “Citizen Watch” program to support sustainable fisheries management in Ghana. This short-term consultancy will support the USAID/Ghana Sustainable Fisheries Management Project (SFMP), led by the University of Rhode Island Coastal Resources Center (CRC). The consultant will report directly to SSG Advisors, an implementing partner on Ghana SFMP.

Background

As part of its work on Ghana SFMP, SSG will support the design of a fisheries “Citizen Watch” program in Ghana. This Citizen Watch program will be modeled on the successful Bantay Dagat program in the Philippines. The Bantay Dagat is a network of fishermen who volunteer to aid in the detection and reporting of illegal fishing. The Bantay Dagat conduct patrols together with marine law enforcement, and they are trained in fisheries laws and regulations, evidence collection, and a range of other relevant skillsets.

 

To design and implement a similar program in Ghana, the Government of Ghana and SFMP first need to fully understand the regulatory and legal basis for such a program. What kinds of policies or regulations need to be in place to support this program? Would the current policy and regulatory environment in Ghana support such a program? If not, what kinds of changes would be needed for this program to be a success?

The Ghana-based legal consultant, together with the SSG team in Ghana, the US, and the Philippines, shall:

  1. Conduct phone / Skype calls with SFMP project leadership and SSG staff to understand the goals for the Citizen Watch program in Ghana, as well as the expectations for the legal review.
  2. Meet with key stakeholders to understand and capture Government of Ghana priorities for the Citizen Watch program.
  3. Identify any gaps in the current policy or regulatory framework in Ghana that might impede replication of a program similar to the Bantay Dagat in Ghana.
  4. In light of the priorities identified for the Citizen Watch program by SFMP and through the stakeholder consultations, specify what the proposed Citizen Watch program can – and cannot – do under existing Ghanaian law.
  5. Develop recommendations for addressing these gaps, or for modifying the Citizen Watch program to fit Ghana’s current regulations and policies. What amendments (via what mechanisms) or other legal / policy changes would be needed for the program to be fully realized in Ghana?
  6. Following an initial design workshop for the program in February/March, outline a legal framework for the proposed Citizen Watch program.
