Palladiums West Africa Regional Office is seeking a Senior Technical Advisor/Deputy Program Director to provide management and technical assistance on the USAID-funded Health Policy Plus (HP+). HP+ has a global mandate to strengthen and advance health policy priorities in family planning and reproductive health (FP/RH), HIV, and maternal health. In West Africa, HP+ is initiative a 4-5 year activity to support improved policies and appropriate regulations that enable improved health service delivery, including removing policy barriers for providers and clients.

It will also advocate for augmentation of public or domestic financial resources for health programs and commodity procurement. In addition to HP+, the West Africa Regional Office also leads work under the Gates Foundation-funded Advance Family Planning (AFP) project in Burkina Faso and Senegal in collaboration with local organizations in each country. Together with our partners, we implement advocacy efforts to expand the availability of family planning services.

Purpose of Role

The West Africa Senior Technical Advisor/Deputy Program Director is a full-time position to support the HP+ West Africa Program Director and staff to oversee and implement two multi-country projects, HP+ and AFP, through a regional office based in Accra, Ghana. The regional office covers 10 countries in Francophone West Africa: Mauritania, Senegal, Guinea, Mali, Cote d?Ivoire, Burkina Faso, Niger, Benin, Togo, and occasionally Cameroon and provides finance and operations support to the Ghana program.

The successful candidate would provide content knowledge, technical assistance, consultation and support for the development and execution of project/program specific strategies primarily for HP+. She/he will be required to exercise judgment within broadly defined practices and policies in selecting methods, techniques, and evaluation criteria for obtaining results. The Senior Technical Advisor/Deputy will also be required to determine methods and procedures on new assignments. This is a full-time fixed term employment position based in Accra, Ghana but covering francophone West Africa, with particular attention to Togo, Niger, Burkina Faso, Mauritania, and Cote d?Ivoire.

Candidates must have fluent French and English.

Note that this is not an expatriate position; there are no relocation or other allowances. Applicants must be able to work legally in Ghana.

Minimum education and experience required

  • Master’s degree or higher preferred in public health, policy formulation, demography, health economics, or related field or equivalent
  • At least ten years professional experience in public health project planning and management
  • Expertise in sexual and reproductive health, family planning and HIV&AIDS
  • Understanding of policy analysis, research, development and monitoring
  • Strong interpersonal, writing, presentation, and organizational skills are required.
  • Suitable computer skills with spread sheet and word processing and other software, including Microsoft Word, Excel, and PowerPoint
  • Ability to travel internationally up to 35% of the time in countries in the region as required to support technical activities
  • Experience with USAID-funded projects is an advantage.
  • Oral and written fluency in French and English required.
