Job Summary

The Project Controls Manager is responsible for:

  • Developing and implementing Project Controls strategies, systems, procedures and guidelines for internal and external clients
  • Ensuring that Project Controls staff provide professional reports to senior management throughout the project lifecycle
  • Confirming Project Controls staff review project agreements/contracts/sub contracts and understand the project controls requirements
  • Confirming that appropriate internal and external Project Controls processes and procedures are in place and are effective.
  • Managing the Project Controls staff including hiring, developing, mentoring, leading, retaining and succession planning.
  • Overseeing contract level Project Controls implementation throughout the design, tender, execution and closeout stages of contracts
  • Overseeing the development and support of project changes

Lead the project controls team in the following Project Control methods, systems and procedures:

  • Work Breakdown Structure development and implementation
  • PMWeb system development and implementation
  • Baseline, current and forecast schedule position
  • Document control and information management
  • Risk analysis both quantitative and qualitative – including schedule and cost probability analysis
  • Preparing reports for use by project-level and senior management
  • Change and variation control
  • Schedule Delay analysis
  • Project/contract reviews and analysis of schedule, cost (in coordination with cost engineers), information, risk, reporting, integration, change management, configuration management, and/or delay analysis as required
  • Oversight of project controls reporting by consultants and contractors to achieve timely reporting at the appropriate level of detail

Specific skills required

  • Knowledgeable in project control procedure definition and implementation on major projects
  • Best practice for subject disciplines schedule, information, risk, reporting, integration, change management, configuration management, and delay analysis
  • Complex information presentation to non-project control audiences
  • Quantitative risk analysis (supported by risk professionals)
  • Use of progress analytics to identify delays and cost overruns (in coordination with cost engineers)

The Project Controls Manager must possess a high level of competency in the application of these systems:

  • Primavera P6 software
  • Document management and information management systems – e.g. PMWeb, Proliance, Livelink, Documentum, Acconex, 4Projects or similiar
  • Integrated management software such as PMWeb, Proliance or Unifier

Person Specification (Personality Attributes)

  • Team leader / decision maker – ability to identify skill gaps in team members and implement appropriate development
  • Focused on client delivery – attention to detail and quality with a capacity to work under pressure and meet deadlines
  • Empathy towards staff and colleagues – collaborative management style

Minimum Requirements

  • Minimum 10 years of experience in Project Controls environment
  • Minimum 5 years of experience in a leadership position overseeing project controls and other personnel on major projects or programmes.
  • Minimum 5 years of experience on major ( >USD 50 million) infrastructure programme during construction phase
  • Minimum 15 years of experience in civil infrastructure industry
  • Minimum 5 years of experience in the employ of an engineering consulting firm

Preferred Qualifications

  • Minimum Bachelor’s degree in a related field( i.e. Finance, Construction Management, Engineering, Quantity Surveying, Business Administration)
  • Member of professional organisation
